The web interface on keys.openpgp.org allows you to:
Thunderbird has native OpenPGP support since version 78, and uses keys.openpgp.org by default.
GPG SuiteGPG Suite for macOS uses keys.openpgp.org by default since version 2019.1.
OpenKeychain for Android uses keys.openpgp.org by default since version 5.3.
Note that there is no built-in support for upload and email address verification so far.
Enigmail is an OpenPGP plugin for SeaMonkey project and Postbox (and formerly for Thunderbird). It uses keys.openpgp.org by default since version 2.0.12.
Full support is available since Enigmail 2.1:
